Ideas for seized lower control arm bolts

any idea on what to do to loosen my lower control arm bolts? I am installing a Zone 4.25 combo lift and the instructions say to remove the lower control arm bolts closest to the axle to allow the axle to drop far enough for more clearance to install the new springs. My issue is that the lower control arm blots are rusted and seized. Now I have soaked them for over a month with penetrating oil each day, hit it with my electric impact which is rated at 300ft lbs and it didn’t even budge them. I can remove the rear lower control arm bolts but then I will have to pull the axle forward to allow the arms to drop out of the mounting bracket. Anyone see any problems with doing this if I cant get the front bolts to come out?
